Road User Charging is a a public infrastructure, not a car feature

The modern vehicle fleet is changing faster than the roads it drives on. Electric cars, autonomous vehicles, and older combustion-powered vehicles now share the same roads, and the same fundamental question: How do you fairly and efficiently charge for road use across all of them, for decades to come?

Q-Free has spent years working on an answer. Our Road User Charging (RUC) technology is drawing increased attention as governments and road authorities look for systems that can keep traffic flowing freely while pricing road use dynamically and transparently.

While many vehicle functions are increasingly being built directly into the car, Q-Free is taking a different approach to RUC: an open-standard, device-based solution designed to operate independently of any single vehicle platform.

We sat down with Q-Free RUC Lead Ola Martin Lykkja to explain why the distinction matters.

Why not build RUC into the vehicle?

It’s easy to assume that smart cars will simply absorb more and more road-management functionality over time. Automakers certainly have an incentive to encourage that: the more that’s bundled into the vehicle, the more the car becomes a platform to monetize.

“It’s an intuitive assumption, and OEMs have every commercial incentive to encourage it,” Ola Martin explains. “But history shows that services and solutions get discontinued, software gets deprecated, and ownership of platforms changes hands.”

For convenience features, premium navigation, in-car entertainment, predictive maintenance, that risk is manageable. If a manufacturer stops supporting the service, the driver loses a nice-to-have which is annoying, but not structural.

Road user charging is different.

“A decision to charge service fees, discontinue a service, or stop supporting older car models cascades directly into whether road user charging still works for those drivers,” says Ola Martin. While some drivers might be willing to upgrade or pay for a convenience feature, there’s little incentive for them to recurringly pay simply for the privilege of being charged a road pricing fee.

“It´s simply challenging to tie the obligation of paying a road fee to an OEM-run system, and bound a decades-long public policy challenge to a car platform’s electronics and business lifecycle. These two things were never really designed to move at the same pace.”

An independent approach to RUC

Ola Martin means that built-in solutions work well for many services. They are often more convenient options, no extra hardware, everything seamlessly integrated. But not for Road User Charging.

“I don’t think society benefits from a road user charging system with a lifetime set by a car maker’s product roadmap, not by public policy needs,” Ola Martin says.

“Built-in’ is convenient, but it’s also dependency.”

Q-Free’s approach instead treats road pricing as a dedicated service designed for longevity and predictability

“Our RUC solution can interoperate with different providers, different regions, and on all cars, independent of age and model,” Ola Martin notes.

“If a manufacturer chooses to sunset the online services or connectivity, the Q-Free RUC keeps working. If a driver changes vehicles, the system moves with them. In other words: There’s no reliance on manufacturer support continuing, and no subscription uncertainty driving people away. No unexpected services fees to 3rd parties when the free subscription period is over. It’s meant to be a stable layer that persists regardless of what’s happening with vehicle platforms or service providers around it.”

That durability, predictability, and reliability, Ola Martin argues, is the whole point.

“If a road user charging system has to be replaced or renewed every time a car model gets discontinued, it isn’t really a road user charging system, it’s a series of workarounds. Stability is what turns a good idea into infrastructure that stakeholders can actually plan around.”, Ola Martin explains.

“We have seen many examples of OEM sunsetting vehicle online services for a range of reasons, including, but limited to mobile network technology evolutions, business strategy changes, customer relationship, company mergers, rebranding, and new vehicle models.”

Stability and privacy by design

Beyond independency, stability and longevity, Q-Free’s RUC architecture takes a deliberate approach to data security and privacy.

Sensitive driving information remains encrypted directly on the device rather than being sent to a centralized cloud environment that stores detailed travel histories. Only the data required to support the road charging transaction leaves the device.

This distributed approach also reduces the attractiveness of the system as a potential target for large-scale data theft. Rather than compromising a single central database holding millions of driving records, a bad actor would need to physical access to individual devices to obtain sensitive data.

It’s a architectual choice designed to make privacy and security part of the RUC system from the beginning—not features added later.

Taken together, Q-Free’s approach is built on a simple principle: Road User Charging should be treated as a long-term public infrastructure—interoperable, secure, predictable, and accountable to road authorities and road users rather than dependent on any single vehilce manufacturer’s technology roadmap.

As electric, autonomous, and legacy vehicles increasingly share the same roads, that kind of stability will become increasingly important to building road funding systems designed to last.
